En el mes de mayo de 2019, algunas familias colombianas decidieron acampar a las afueras de las oficinas de Acnur en Quito como último recurso para llamar la atención sobre sus demandas de protección internacional y la garantía de sus derechos. La mayoría eran personas desplazadas por el conflicto colombiano y contaban con reconocimiento por parte del Registro Único de Víctimas de Colombia (RUV). El archivo recoge testimonios de estas personas, muchas de ellas ahora fuera del Ecuador, a la vez de evidenciar las incertidumbres y los peligros que enfrentan las personas refugiadas.

Los archivos muestran la movilidad humana desde una perspectiva abarcadora a través de la cual se develan políticas de Estado que dejan la vida en desamparo en nombre de la seguridad, la prolongada excepción viral que vivimos y la austeridad. Tanto las políticas de movilidad humana como de refugio, así como la no-memoria de la migración ecuatoriana afuera, comparten marcos comunes desde la perspectiva del Estado, y ponen en evidencia lo que sucede con quienes se mueven: abandono de la población migrante ecuatoriana en el extranjero; abandono de la población refugiada en Ecuador; marginación de la población migrante en Ecuador. En todos estos casos, las leyes, políticas y criterios que tienen que ver con la movilidad humana producen una política anti-migratoria que limita los desplazamientos humanos, los criminaliza o los reprime. Por otro lado, está la fuerza de quienes se desplazan, su persistencia y afirmación de la vida aún en medio del riesgo, la precariedad y el miedo.
La memoria caminante que hoy hacen las personas que van y vienen a pie desde Venezuela, que cruzan países enteros para sobrevivir y que desafían el cierre de fronteras y la xenofobia, es recogida aquí poniendo en valor las luchas migrantes y las historias de quienes las protagonizan. Con estos testimonios, esperamos contribuir para construir respuestas sociales frente al abandono como política de Estado.
