América Latina se ha caracterizado por evaluar sus políticas públicas desde el punto de vista de la efectividad (eficiencia + eficacia) en espacios donde los recursos económicos son cada día más escasos y donde las prioridades de la sociedad evolucionan. En este contexto, es importante valorar las políticas implementadas utilizando criterios de productividad de los recursos con la finalidad de redireccionar, optimizar y/o mejorar la aplicación de las mismas en función de datos cuantitativos que permitan decidir de manera adecuada y basada en evidencia. A pesar de los esfuerzos encaminados a la "guerra contra las drogas", Naciones Unidas ha fracasado en su meta para alcanzar "un mundo libre de drogas"; no ha disminuido ni la oferta ni el consumo de drogas, se ha creado un mercado criminal altamente lucrativo y controlado por mafias y muchos usuarios de drogas han sido criminalizados. En el caso de Ecuador, a partir de 2008, en el marco del proceso constituyente, el Estado ecuatoriano tomó varias medidas en favor del modelo de la salud social como una plataforma para el diseño de la política pública de drogas. No obstante, una segunda reforma -implementada en 2015- desentona con las innovaciones constitucionales de 2008 que rechazan la criminalización del consumo: se da un giro de la política criminal sobre drogas que consiste, por un lado, en la modificación de los umbrales que reducen las cantidades de sustancias que tipifican los delitos y, por otro, el incremento de las penas de los delitos relacionados con sustancias estupefacientes y psicotrópicas. Guiado por esas preocupaciones, el presente estudio analiza, desde un enfoque cuantitativo, el impacto de la política pública penal sobre drogas en Ecuador implementado en 2015. La estrategia argumentativa se estructura en tres apartados: 1) cambios entre la primera y segunda reforma de la política; 2) perfil sociodemográfico de personas detenidas por drogas; 3) costo económico de la política penal de drogas. De esta forma, se proporciona elementos cuantitativos para la toma de decisiones de los entes rectores en cada uno de los procesos y para la construcción de políticas públicas acordes a la realidad, que consideren nuevos enfoques basados en la evidencia y no en la estigmatización y exclusión de las "poblaciones de descarte".
